The northernmost city in Tysa ,
the heavily-fortified seaport of Phak-Rur, is also
the Kingdom's oldest. It was built over the ruins of
an ancient city, of which little is known.
The seaward side of the port city, including its harbour,
is partially-shielded from the open sea by a long series of massive stone
columns that rise up from the floor of the ocean and extend high
into the sky. The columns predate the city of Phak-Rur itself,
and their origin remains a mystery.
Phak-Rur is governed jointly by a council of magistrates (headed by
a chancellor who serves an eight year term) and by a council of Tysian
military commanders. The Tysian navy maintains a large presence in the
fortified port.
The Hall of Lords, a grand stone structure in the eastern sector,
serves as the seat of the city's government.
The ruins beneath the city have long been sealed off and it is not
known if anyone living has ever ventured into them.
